I create a script with a database.
In database I seethe IP address and, social club ID but can't see hardware ID; it seems unknown.

If I install and save in the database and when player uninstall rage mp and install rage mp again then serial number changed or not?

Serial does not change by uninstalling/installing ragemp, BUT player still have ways to change his own serial on his PC, you cant do anything about it, therefore there is no 100% way to ban cheaters.
