I heard that there is a function for Custom flags in masterlist, If yes how?

Custom flags? There is country flags, wdym 'custom'?
If you mean Tags, then you can create tags by just putting them into [ ] in server name.

Problem is With Georgian falg, As you can see here currently there is no GEO flag. https://rage.mp/forums/topic/12422-georgian-flag/#comment-38971

He said he will add it back but, i asked Previous server owners and they sad that with RPF file Flag was attaching to Masterlist, which i dont bealive but still.

DLC file is file, that modifies the game, but not launcher for any other user, so its not true.
As ragemp dev said, it will be fixed, for now you cant do anything about it.
